Collisional Ionization Equilibrium (CIE) Cooling Efficiencies

The cooling efficiency depends on the gas temperature, the ionization state, and the total abundances of the heavy elements specified by the metallicity. For the low density regime that we consider, the cooling efficiency is independent of the gas density or pressure.
