Young, low mass galaxies represent one of the most important but least
understood phases of galaxy evolution.  I will describe the unusual
physical conditions in a low mass galaxy at z~2, including an extreme
ionization parameter, low metallicity, and low dust.  Such conditions
are likely to be more common among young, relatively unobscured
galaxies at even higher redshifts.
